Dear Brothers & Sisters,
I'm thrilled to share an exciting development for Central New York! President Biden has just announced a groundbreaking $6.1
billion CHIPS grant from the federal government, and Micron Technology has chosen Central New York's White Pine site for its
semiconductor manufacturing facility. This investment will create 9,000 high-paying jobs with Micron, making it the largest private
investment in New York State's history. With up to $100 billion anticipated over the next two decades, this project is also one of the
largest industrial manufacturing investments in U.S. history.
This is a monumental achievement that will position our community at the forefront of semiconductor manufacturing, driving future
projects, investments, and innovation. I extend my gratitude to our local, county, state, and federal partners, including U.S. Senate
Majority Leader Charles Schumer, Governor Kathy Hochul, Empire State Development, Onondaga County Executive Ryan
McMahon, and others, for their crucial roles in securing this project.
I also commend the dedication of our team at IBEW Local 43, who have played an integral role in supporting this project from
inception. Together, we worked with federal leaders to ensure the passage of the CHIPS and Science Act and provided invaluable
insights to New York State's leadership during the development and passage of new Green Chips legislation. Additionally, we've
collaborated with Micron to develop workforce programs crucial to ensuring equitable community impact. Join me in celebrating
this historic moment for our community!
Additionally, I want to express my heartfelt thanks to those members that took the opportunity to attend the Ratification Meeting,
review the proposal and cast your vote. It is encouraging to see that so many of you recognized the importance of your
participation.
I believe that this decision reflects a true representation of our membership. Again, I thank you for your involvement in your local
union.

Dues Payment Alert
The IBEW International Office will no longer accept dues payments that have a reinstatement activity unless they are paid through the current quarter.
This means that if you wish to pay your dues this month and you are currently
one or more quarters in arrears, you will need to pay all overdue quarters and the
current quarter along with the reinstatement fee to bring your account up-to-date.

2024 Quarterly Dues Payment Effective January 1, 2024
The following rates will apply for dues payments covering January 2024 through December 2024.
Effective January 1, 2024 through June 30, 2024 the quarterly dues remain the same at $130.50 per quarter.
Effective July 1, 2024, there will be a per capita increase of $1.00/month or $3.00/quarter for all members.

"A" Members - $130.50 per quarter

Per Capita - $66.00/month
Pension Fund - $63.00/month
Basic Dues - $1.50/month
“BA” Members -- $22.00 Per Capita each month plus working assessment

According to the IBEW Local 43 By-Laws dues are to be paid quarterly in advance:
- 1st Quarter owed January
- 2nd Quarter owed April
- 3rd Quarter owed July
- 4th Quarter owed October
You can pay your dues for the year in full or in any combination of quarters as listed below:
- 1 Quarter   - (03 months) - $130.50
- 2 Quarters - (06 months) - $261.00
- 3 Quarters - (09 months) - $394.50
- 4 Quarters - (12 months) - $528.00
REMINDER - A $30.00 Reinstatement Fee will be added if your dues are not paid before the end of each quarter.

CHANGES TO THE 2023 NEC
Attention all journeymen, the training center is offering a self-directed online course which will
provide users with information regarding the changes to the 2023 NEC.
No in person classes required. The course costs $87.00. Cost includes three months of access
to the course content.

In our current contract - Section 2.19 Tool List - it states In addition, "Journeymen shall be responsible to have verifiable OSHA-10 training and CPR Certified Training."

OSHA-10 and CPR training are needed to work in Local 43's jurisdiction as a Journeyman.

yellow Dues Receipt to your home address.

account with a bank check, then we'll mail the
Receipt to your home.

credit card. Note: an Electronic Convenience
Fee (ECF of approximately 3%) is added to all
credit/debit card dues transactions.
•You can now pay your dues On-line from the convenience of your PC or late
model smartphone via the
Referral Portal. On-line payments will incur
an ECF.

Local 43 notes the passing of these members, with gratitude for their service to the IBEW. |
Robert L. LeRoy passed away on April 27, 2024 at age 85. Brother LeRoy was initiated into Local
328 in 1973. He was an IBEW member for 50 years.
John E. Greeley passed away on April 18, 2024 at age 76. Brother Greeley was initiated
into Local 43 in 1973. He was an IBEW member for 51 years.
James A. Stelmach passed away on February 5, 2024 at age 83. Brother Stelmach was initiated into
Local 910 in 1998. He was an IBEW member for 26 years.

Reminder – Best Practices – HRA Card Use & Substantiation
To avoid over-paying, wait until you receive an Explanation of Benefits (EOB) from UMR, Delta Dental,
EyeMed, etc. and never pay the provider more than the patient responsibility indicated on the EOB.
If swiping your card at the time of service, use only for copayments.
Qualified medical expenses are those specified in the plan that would generally qualify for the medical
and dental expenses deduction. Examples include amounts paid for doctors’ fees, prescription medicines,
and necessary hospital services not paid for by insurance.
Qualified eligible expenses are further defined in the IRS Publication 502, Medical and Dental Expenses.
All HRA transactions are subject to substantiation.
Save your receipts and documentation relating to any medical expense paid with your HRA Account
(paper claim or debit card) as you may be required to submit this information to the Plan.
You may not use the HRA Account to pre-pay for medical, dental, vision or other health related services.
Save the Date – 6/10/2024 - NexGen EAP – Stress Management Training
Please join us in-person on Monday, June 10th at 6pm for stress management training. The event will be
held in the CNYETA – H.O.T. Building at 4566 Waterhouse Road, Clay, NY 13041 from 6 PM to 7 PM.
The training is designed to help you effectively handle stress in both a personal and professional setting.
For those attending in-person, no registration is required. For those unable to attend in person, please
register to attend the event virtually. Please scan the QR code below to register for the virtual session.

Adult Immunizations – Effective 5/1/2024 – UMR Participants
The IBEW Local 43 Welfare Fund Trustees have agreed to allow adult vaccinations as per the ACA
preventive services guidelines, subject to deductible & copayment. Additional information will be mailed
to UMR enrollees in the coming months.
