Brothers and Sisters,

Mohawk Valley Community College (MVCC), Alfred State College, Syracuse University, the International Brotherhood of Electrical Workers (IBEW) Local 43, and the National Electrical Contractor Association (NECA) have joined forces to build an education pathway for IBEW Local 43 members.

This complex but highly synergistic partnership will enable IBEW Local 43 to further enhance the welfare of our members while maintaining perfect alignment to our steadfast commitment of providing the highest quality of skilled electricians to our contractors. We have long provided college-level learning to our apprentices and we are thrilled that our college partners have identified a mechanism to recognize this. There is now great congruity between organized labor training and higher education and it is for the betterment of all.

Fraternally,
Alan Marzullo
Business Manager

NEWS FROM THE FUNDS OFFICE

Member HRA Substantiation

Members of International Brotherhood of Electrical Workers Local No.43 Union have the benefit of a debit card to pay for eligible expenses at the point of service directly from their HRA.

Substantiation is required to validate debit card transactions. UMR attempts to authenticate these transactions using the allowable IRS substantiation methods. There may be times when transactions are not able to be cleared automatically. In these instances, members are required to provide the claim details directly to UMR.

There is very limited information passed on debit card transactions: the date the card was used (not the actual date of service), the total amount of payment (which may include transaction fees, late fees, warrantees etc.), and the provider name as they are registered with MasterCard (example: Sunnydale Billing Office). Patient information and description of service is not provided. Due to this, Dental and Vision expenses are less likely to auto-substantiate.

Most often transactions are unable to auto-substantiate because the amount paid to the provider and the actual patient responsibility after the health plan pays differ. For expenses to auto-substantiate the amount charged to the debit card must match exactly to the patient responsibility. Occasionally a service may be rendered which is not eligible under the HRA; in these instances, please pay separately with another form of payment.

When using the HRA for services which are not covered under the UMR administered health plan below are the following claim reimbursement options:

  1. The debit card may be used for payment.
    • The transaction will not auto-substantiate therefore UMR will send a letter requesting documentation. Please submit an itemized statement from the provider which includes the date of service, type of service, provider name, and patient responsibility.
  2. Submit a claim directly to the UMR HRA Department.
    • Include with this submission a completed and signed HRA claim form with an itemized statement from the provider which includes the date of service, type of service, provider name, and patient responsibility.

If you have any questions regard debit card usage or require assistance with substantiation, please contact UMR customer service @ 1-866-848-0145.

With direct deposit you can put money in your Vacation Club account every time you get paid—automatically!
