Dear Brothers and Sisters,
IBEW Local 43 has vocally advocated for the CHIPS for American Act and the Investment Tax Credit (ITC) to increase our
global competitiveness in the semiconductor industry, while reshoring American production of these devices and
bringing unprecedented opportunity to create jobs and economic prosperity in our country and community.
IBEW Local 43 thanks U.S. Senator Chuck Schumer & Representative John Katko for their determined and unwavering leadership on the
CHIPS for American legislation. The President has indicated he will quickly sign it into law in the coming weeks.
This legislation is crucial to efforts to attract a major semiconductor project to the White Pine mega-site, in Clay. The site is just
one of a handful nationally that has the infrastructure needed to support a large semiconductor manufacturing project, including site
size and readiness for construction, access to fresh water, a clean and renewable power supply, and a talented workforce. Thanks to
the efforts of County Executve Ryan McMahon, White Pine is attracting significant attention and is well-positioned land for such a
project. To further support the readiness of our state and region to benefit from an expected wave of semiconductor reshoring in
the country, state leaders passed the ground-breaking Green CHIPS legislation last month. This important legislation, which we
strongly advocated for, reflects the leadership of Governor Kathy Hochul, and efforts by Senator Jeremy Cooney and Assemblyman
Al Stirpe.
Reshoring our semiconductor supply chain is also a national security imperative. Our intelligence agencies, and those of allied
nations, have warned of the clear and present danger that exists from allowing manufacturing to continue in places where security
cannot be guaranteed. According to the Semiconductor Industry Association, the U.S. share of semiconductor manufacturing has atrophied
more than three times over since 1990, now representing a mere 12% of total global production. Yet the technology we use every day - the
cars and trucks we use to drive our families, TV and major appliances in our homes, and smart devices, like the watches on our wrists and
phones in our pockets, rely on these advanced electronics. Furthermore, our most sensitive military infrastructure and equipment contains
these vital chips. Our country can no longer afford to cede their production to foreign nations, some whose governments have potentially
hostile intent toward the United States.
IBEW Local 43 will continue to follow this legislative process and share information as it becomes available.
Fraternally,
Alan Marzullo
Business Manager/Financial Secretary
